All new houses in Tokyo must have photovoltaic panels.

The Tokyo administration is making solar panels mandatory for new homes built in the Japanese capital from 2025.


Japan is synonymous with modernity and technology, so it comes as no surprise to learn that all new homes in the Japanese capital Tokyo must have photovoltaic solar panels. In detail, the megacity's administrative body, known as the Tokyo metropolitan government, has decree


d that every home built after April 2025 must have photovoltaic panels installed to reduce greenhouse gas emissions from homes and households. The first of its kind regulation for a Japanese city requires builders to equip homes with renewable energy sources.

Following the city administration's decision, major housing construction companies will have to install solar photovoltaic panels on buildings with a total area of less than 2,000 square meters. Private home buyers will also have to cooperate, and those privately contracting the construction of a residence of 2,000 square meters or more will be obliged to equip it with panels. The system will enter into force in April 2025 after residents have been informed and preparations have been made with the companies concerned.

The local Tokyo metropolitan government headed by Governor Koike Yuriko estimates that the initial cost of 980,000 yen (6,700 euro) for the installation of the 4-kilowatt panels can be covered within ten years by revenues from electricity sales and can be further reduced by up to six years with subsidies from the government. Subsidies for upfront costs will also be provided to leasing companies to reduce the burden on home buyers and promote the installation of renewable energy sources in homes.

Electricity produced with photovoltaic panels is also particularly advantageous in terms of environmental benefits: thanks to them, the emission of CO2, as well as other greenhouse gases, into the atmosphere is avoided. Tokyo's choice is part of a larger project dedicated to the sustainability of the Japanese nation. Tokyo wants to halve carbon emissions by 2030 compared to 2000; an additional budget of ¥116.2 billion (over €800 million) has been approved for renewable energy sources, including subsidies for the installation of panels.
